AN ACT relating to the use of global positioning monitoring systems including monitoring-related restrictions and sanctions in domestic violence cases.  ……name act the Amanda Ross Domestic Violence Prevention Act.

This bill is too vague. The bill should be amended to assure any judgement will be with a finding of facts only. Responent must be given the opportunity in open court to rebut any claims levied against him/her with the right of cross examination being reserved.  Any person ordered to wear  GPS monitoring device should be defined as “in custody”.

Petitioner should be court ordered to stay away from areas where it is known that the Respondent frequents, is employed, receives medical care and Respondents family members and their residences.

The bill should be further amended to require that Department of Corrections administrative regulations in Section 6, KRS 403.715 to KRS 403.785, be approved by  the appropriate Legislative Committee.

 This bill was heavily amended and now forces the counties to pay for the GPS devices as they realize that the individuals will not be able to pay the costs. I have spoken with a couple of County Attorney’s and they say the counties  can’t afford it either and that it is just too expensive

     AN ACT relating to taxation and declaring an emergency.
     Amend KRS 141.020 to increase the tax rate on income over $75,000; amend KRS 141.066 to establish a refundable earned income tax credit at 15 percent of the federal credit; amend KRS 140.130 to decouple from the federal estate tax phase-out; amend KRS 139.010, 139.200, and 139.480 to make selected services subject to sales tax; amend KRS 141.0205 to recognize changes to income tax credits; make income tax provisions apply to tax years beginning on or after January 1, 2010, make estate tax provisions effective for deaths on or after August 1, 2010; make sales tax provisions effective July 1, 2010.

This is not the time to be raising taxes on anyone

HB 120/FN (BR 212) – L. Napier

     AN ACT relating to public assistance.
     Amend KRS 205.200 to create a substance abuse screening program for adult recipients of public assistance, food stamps, and state medical assistance.
Amend this bill to include elected officials including legislators and Judges and then it will be a good bill.

     AN ACT relating to transportation.
     Amend KRS 189.030 to require the illumination of headlights during any period of precipitation that necessitates the use of windshield wipers by motorists.
Come on folks, don’t we have anything more important to deal with such as schools that don’t teach, drunk drivers, meth, etc., etc..?

HB 78 (BR 31) – B. Farmer

     AN ACT relating to taxation and declaring an emergency.
     Amend various sections of KRS Chapter 139 to expand the sales and use tax base to include certain services, rental of commercial real estate, and the sale, rental, or lease of shelf space or any other area to display a product; repeal certain exemptions and lower the sales and use tax rate from 6% to 5.5%; create a new section of KRS Chapter 141 to apply the provisions of that chapter to taxable years beginning before January 1, 2011; amend KRS 141.020, 141.040, and 141.0401 to make the individual income tax, corporation income tax, and the limited liability entity tax effective for taxable years beginning before January 1, 2011; amend KRS 138.358 and various sections of KRS Chapter 139 to conform; repeal KRS 139.486; EFFECTIVE July 1, 2010, EMERGENCY.
This will without a doubt be a bad deal for the business people leading them to up their prices for goods and services to we consumers.

HB 101/LM (BR 462) – D. Horlander     AN ACT relating to county ordinances.
     Amend KRS 67.077, relating to treatment of proposed ordinances and amendments, to incorporate related sections, along with provision for suspension of requirement of the second reading and for publication in summary form.

HB 60/LM/CI (BR 277) – D. Keene     AN ACT relating to public safety.
     Create a new section of KRS Chapter 17 to provide a registration system for persons convicted of murder, define “registrant,” and “murder,” establish period of registration, and establish penalties for failure to register.
What a waste of tax dollars.

HB 17 (BR 93) – M. Marzian     AN ACT proposing to repeal Section 233A of the Constitution of Kentucky relating to marriage.
     Propose to amend the Constitution of Kentucky to repeal the definition of marriage; submit to voters for approval or disapproval.
Rep. Marzian wants the definition of marriage being between ‘a man and a woman only’ to be deleted. Then it would naturally be OK for homosexuals to marry. It could conceivably make it OK for a woman to marry a goat and be on equal standing with a man and woman that were married, now couldn’t it?

This bill is a horrible bill. This must be defeated!
